Highlighting a plan recently set forward by Bill Ackman for recapitalization of Fannie Mae and Freddie Mac which I believe is probably the best plan currently out there. I don't think Ben Bernanke is right in saying that the two firms are adequately capitalized as both have huge leverage on their balance sheets and very little equity capital relative to their liabilities.
