After the house shot down the first attempt at government intervention in the form of a $700 billion dollar financial bailout, a second bill is in the works and has a few twists and turns that lawmakers are calling perks. The word 'perks' in this case is a bit misleading in my opinion, and will have undoubtedly have to convince the average American of its value while not confusing them.
